PUBLIC NOTICE – Water Tower Construction

PUBLIC NOTICE

Village of Oreana

You may soon notice some construction activity around our Village! We are making improvements to the Oreana water system. The planned improvements include constructing a new 150,000-gallon elevated water storage tower and demolishing the existing 50,000-gallon water storage tower in the Village.

Funding for this project is provided by a low-interest loan from the Illinois Environmental Protection Agency’s Public Water Supply Loan Program (PWSLP). The PWSLP is funded by both state and federal resources. The cost of the project is $1,638,790.00. The approved loan amount is $1,578,642.85 with an interest rate of 1.01% to be repaid over 20 years. Village of Oreana Board of Trustees News

After more than 30 years, Trustee Julia Ballard has decided to retire from the Board and did not seek re-election. Trustee Jason Bruns also decided not to seek re-election after having served 7 years. On behalf of the Village, I would like to extend our appreciation to both Trustee Ballard and Trustee Bruns for their dedicated service to the Village of Oreana. Having said that, only one candidate, Trustee Loren Hiser filed for 1 of 3 vacant trustee positions. As a result, The consolidated municipal election being held on Tuesday, April 6th will result in 2 trustee positions becoming vacant.

The Village Code of Ordinances addresses vacant trustee positions and provides a framework for how the positions will be filled:

“When a vacancy occurs in the office of Trustee, if more than 28 months remain in the term and the vacancy occurs not less than 130 days before the general municipal election, next scheduled under the general election law, the office shall be filled for the remainder of the term at that general municipal election. During the period from the time that the vacancy occurs until the next election of Trustees, the Mayor shall appoint a qualified person to the office subject to the advice and consent of the Village Board. An appointment by the Mayor or President of acting Mayor or acting President, as the case may be, to fill a vacancy in the Office of Trustee must be made within 60 days after the vacancy occurs.”

To summarize, the remaining two years of the four year terms for both vacant trustee positions will now be up for election at the consolidated municipal election in April of 2023. As Mayor, I will appoint two individuals to fill those vacancies between April 2021 and April 2023. I will provide the names of those I wish to appoint to fill these vacancies to the board within 6o days after the vacancy occurs. The Board will then have 30 days to act on the appointments. Once the appointments are approved by the Board, the newly appointed Trustees will take their seats on the board.

Request for Bid

The Village of Oreana is seeking bids for sidewalk curb removal and ramp installation at 4 intersections in Oreana (S. View and View Circle North Intersection, S. View and View Circle South Intersection, S. View and Park Ct, and S. View and Westmoor Ct).

The scope of work is as follows:

  • Removal and replacement of the barrier curb with a depressed curb and gutter
  • Construction of ADA compliant lower landings, curb ramps and turning spaces
  • Construction of a transition zone to blend the ADA compliant section into the existing sidewalk (4’ min. length to nearest sidewalk joint).
  • Backfilling and seeding the edges of the sidewalk.

All work must comply with Illinois Prevailing Wages.

April 21, 2020 Board Meeting to be held remotely

The Village Board Meeting On April 21, 2020 will be held remotely. The Whitmore/Oreana Community Building WILL NOT be open to the Board or Public. Members of the board and public can participate in the meeting by phone. To Join the meeting, call 312 626 6799. When prompted, enter meeting ID: 672 221 2599 and password: 0421.

In addition to the above option to join the remote meeting by telephone, public comment can be submitted in advance by e-mail to mayor@oreanail.com or by dropping off written comments in the water bill slot at the Whitmore/Oreana community building. Public comments must be submitted by 5:00 PM on April 21, 2020.

Town Hall Meeting

TOWN HALL MEETING

December 17th, 2019 @ 6:00 PM

407 S.View – Oreana

The Village Board would like to hear from residents regarding proposed zoning ordinances for Adult-Use Cannabis businesses locating within the Village of Oreana.

Question before the board: Should the Village of Oreana “opt-in” or “opt-out” of allowing adult use cannabis businesses to locate within Village limits? These businesses could include a cultivation center, craft grower, processing organization, infuser organization, dispensing organization or transporting organization.

The Village Board will not address medical use of cannabis, or the use and/or possession of recreational cannabis, as Illinois State law has already addressed these issues. The only issue for the Village Board to resolve is whether or not to allow the above mentioned businesses to locate within Village limits.

The town hall meeting will include a time for residents to address the board for up to 3 minutes each. The board looks forward to hearing from residents regarding this issue. The regular Village Board will take place following the town hall. This issue will be listed on the agenda, and the board will have the option to vote on this issue at that time if they desire.
